To achieve its objectives, AUP
adopted the following operatives guidelines: 1.
In order to ensure that AUP preserves its nonprofit status as an American
Institution of Higher Education, it shall strictly operate within the Internal
Revenue Service guidelines for institutions in its category. 2.
Following the model of American land-grant universities, the host country
are being requested to provide the AUP campuses lands rent-free, while
maintaining title. All structures, facilities, equipment on AUP campuses will be
the properties of AUP; however, these shall revert to the respective land
lessors only if AUP ceases operation voluntarily. 3. All AUP academic programs will follow the
guidelines demanded for securing their accreditation by appropriate national US
accrediting bodies, and shall concurrently satisfy as a minimum all
specialization/concentration requirements legislated by the Palestinian Ministry
for Higher Education for degrees conferred by the National Universities. 4. The governance structure of AUP will follow
the traditional American College model and the guidelines of the American
Association of University Professors pertaining thereof. In particular, AUP
shall operate under the complete and unfettered control of a Board of Trustees,
in accordance with its Articles of Incorporation and Bylaws, its Conflict of
Interest Policy and Business Transactions Guidelines. The University leadership
shall be entrusted to a Chancellor, who shall report to the Trustees. He shall
be assisted in his tasks by administrative officers, and shall have ultimate
responsibility for implementing all budgetary and personnel policies at the
University. The University Faculty shall be responsible for all curriculum
matters within the general programmatic priorities approved by the Board. 5. To enhance its educational role with a
minimum of additional costs, AUP will petition the Palestinian Authorities to
grant AUP’s campuses the status of free economic zones, exempt from both
income and local taxes, and that can import all its equipment, supply,
materials, and furnishing free of import or value added duties. 6. To maximize the University/Local institutions
collaboration and to respond to the needs of its beneficiaries and stakeholders,
each AUP campus will have a Local Advisory Committee whose responsibility is to
facilitate such coordination. It is the responsibility of AUP to act, at all
time, as a responsible and civic-minded institution in its communities,
including the timely payment of the expenses of the main electric lines, water,
sewer and telephone services, and refuse collection within the campuses and up
to their boundaries. 7. Local de-jure and de-facto authorities will
be asked to guarantee that visas and travel permits will be provided to Faculty,
Staff, Students and all invited guests of the AUP without discrimination as to
race, national origin, religion, gender, or political affiliation.

for the financial well being of the University and the implementation of its
