Presently,
AUP Trustees, especially His Excellency Mahmoud Abbas, and His Excellency
Ghassan W. Shakah, are working to finalize the AUP’s Legal status in
Palestine; following which, formal agreement/contract would be signed with the
PNA. Accordingly, AUP/FANUES will acquire land for the Campus/College
Town/University Parks Complex, and start their development and fund-raising
plans. A
recent Memorandum of Understanding signed with Nablus Municipality agreement was
reached on the following issues: 1.
The need for granting or leasing Palestinian land to AUP/FANUES at a
nominal rate and for 99 years. A formal contact is pending. 2. That
AUP/FANUES can only execute their mission and objectives in serving Middle East
peace if they operate under: a.
Their American identity b.
The complete and unfettered
control of their Board of Trustees in accordance with their Articles of
Incorporation, Bylaws, Conflict of Interest Policy, and Business Transaction
Guidelines. c.
United States laws and
regulations concerning corporate governance, the regulations and guidelines of
U.S. Internal Revenue Service concerning tax-exempt charitable educational
institutions and foundations, and, d.
The requirements of American
collaborating universities. Palestinians
have: The
main goal of FANUES/AUP, as nonprofit organizations is to implement the mission,
and execute the objectives within the dictates of their American identity, the
501 (c)(3)tax-exempt status, their Business Transaction Guidelines, and the
Conflict of Interest Policy. FANUES/AUP plans are designed to generate
independent and adequate funds for life of the university, and secure “the
learn and that earn policy” for the students. Participation
of Investors in the non-academic FANUES business plans for the College Town and
University Parks, can be arranged through the FANUES Offices in Louisville, or
directly with the Palestinians. The
conditions for sublease of land, its development, and running the appropriate
AUP supporting business are: A. A
commitment by the lessee to support the mission and objectives of the
university; and willingness to abide by American and Palestinian laws pertaining
to operations on properties designated for the benefit of tax-exempt educational
nonprofit institutions. B. The
readiness of the lessee to employ students whenever possible for the dual
purpose of their training and financial support. |
